Under Right to Education (RTE) act, the lottery of children of disadvantaged and vulnerable groups to study in private schools was opened on July 15. However, many parents whose children got schools allotted under lottery are not happy with the allotted schools.
A large number of parents have approached school education department officials requesting for a change. Most parents are quoting various reasons stating how they have not found the desired school. Some parents also cite that the school is too far from their house.
In Indore district, more than 14 thousand people had applied for their children to study in big and private schools of the city, out of which 10,848 applicants were found eligible after document verification.
Out of these, the lottery of 6,708 people was open, but now the eligible applicants who were allotted schools under the lottery are stating how they have not found the desired school.
Parents cite how did not get the school, which was set as their first priority in the application. Many people have got schools locked in the second and third places. In such a situation, many people are not getting their children admitted due to not getting the desired school.
The people whose lottery is open, they have got a school far from their home, so these people are now demanding from the authorities to change the school, but it is not possible at the local level.
“Those whose lottery is open, they will have to take admission in the respective schools by July 26. Those whose lottery has not opened, they are now waiting for the second phase lottery,” district project coordinator Akshay Singh Rathore said.
Clarity on lottery system for admissions
As per Right of Children to Free and Compulsory Education Act, to fill up the seats meant for unreserved candidates at first a general lottery is to be performed taking into account of all applications for admission irrespective of categories.
It is therefore implied that all General, SC, ST, OBC candidates and others will come under the general lottery.
After filling up the unreserved seats, separate lotteries are to be done to select category wise (viz. SC/ST/OBC) reserved candidates.
It is obligatory on the part of the State Govt. to ensure education of all children up to class VIII free of cost in a neighbourhood school as per provisions of RTE Act, 2009 and Notification issued by the State Govt. in this regard.
